CNN reported that German police are looking for those involved in an attack on a market which killed 12 people.
The above shows the language was not sub-edited.
Sub-editing also means cutting down the number of words in a sentence, checking the grammar, proof reading etc.
Note: CNN said a market killed 12 people.
Note: CNN said German police are looking for those involved in an attack on the market.
Again, according to CNN:
The market killed the 12 people.
Some people attacked the market (obviously for killing the 12 people).
German police are looking for the people who attacked the market.
A reporter would have written the story, the news editor would have checked it, the sub-editor went through it and finally the news caster read it.
Sub-editors are not supposed to rewrite stories.
